I hold a Bachelor of Science from the University of Nevada, Reon in Civil Engineering with and emphasis in geotechnical engineering. My expertise is in applying my expertise to complicated temporary and permanent stormwater management problems.
I earned my Certified Professional in Erosion Sediment Control (CPESC) and Certified Erosion, Sediment and Storm Water Inspector (CESSWI) in 2006 and professional engineer license in Idaho in 2007. I am a Qualified by the City of Boise as an Instructor for the Erosion Control Responsible Person course and the Idaho Transportation Department Water Pollution Control Manager Course. I have presented and moderated sessions for local stormwater conferences as well as IECA regional and international conferences.
After working as a geotechnical consultant for 7 years, I began working as a partner with an environmental compliance consulting and construction company in 2009 and have worked on environmental compliance projects for a wide range of industries. Projects have included commercial and industrial developers, public utilities, housing developers, municipalities, school districts, universities, and commercial park developers. In 2013 I started a civil engineering consulting firm. Currently, I serve as the CEO of the largest erosion and environmental compliance company in Idaho and the president of a civil engineering consulting firm.
My passion within the industry is collaborating with owners and contractors to solve complex problems related to stormwater and runoff management. I believe that when owners contractors and regulators can work together to achieve the common goal of clean water, then true innovation can happen.
I have served the chapter board as the state representative, secretary and now as the president. I have recently represented the Chapter Board at the IECA Annual Conference. During my involvement with chapter leadership, I have seen, and I am currently seeing positive changes in the organization on the chapter level and the international level. I am very positive about the future of the Pacific Northwest Chapter, the IECA, and the stormwater compliance/erosion control industry.

Kristine Sommer is a seasoned business development professional with over a decade of experience in environmental consulting, specializing in advanced water treatment, erosion and sediment control (ESC), and regulatory compliance for industrial and construction markets. As Director of Business Development at Clear Water Services, she leads strategic growth initiatives, supports national expansion, and drives sales efforts across key client sectors.
Kristine holds a B.S. in Chemistry from the University of California, Santa Barbara. She is a Certified Professional in Erosion and Sediment Control (CPESC), a Qualified SWPPP Developer (QSD), and a former President of the Pacific Northwest Chapter of the International Erosion Control Association (IECA). Her technical expertise includes water treatment system design, site assessment, permitting, and implementation oversight.
A retired professional athlete and former USA Rugby Women’s National Team captain, Kristine now brings the same drive to building lasting client relationships, and raising (almost) two wild little boys, her greatest passion.

Tracy Coon is an experienced construction professional with over 30 years in the industry, specializing in environmental compliance for the past 20 years. She is the owner of TPC Consulting, where she focuses on teaching AK-CESCL classes, writing stormwater plans, and assisting companies and private landowners with permitting and the associated processes.
As an AK-CESCL Instructor, Tracy is passionate about teaching and mentoring construction professionals on stormwater regulations, erosion and sediment control, and best management practices (BMPs) to maintain compliance with environmental permits.
Currently serving as a Stormwater Engineer for DOT Northern Region Construction, Tracy works closely with contractors, designers, and regulatory agencies to ensure environmental compliance on construction projects. Her background includes hands-on experience as a Stormwater Manager for private contractors, conducting inspections and developing strategies to minimize environmental impacts at construction sites and gravel facilities.
Tracy enjoys making complex regulations understandable and practical for field application. She believes that education and proactive compliance are key to protecting Alaska’s waterways while keeping construction projects on track.
When she's not teaching or working in the field, Tracy loves spending time with family and friends at her cabin, riding snow machines and four-wheelers, and enjoying the Alaskan outdoors.
